Entropy, Networks, and Order: Re-calibrating Global Governance in a Complex System

Abstract

The twenty-first century has witnessed unprecedented transformations in global governance driven by interconnected crises, including climate change, pandemics, geopolitical conflicts, cyber insecurity, financial instability, and technological disruption. Traditional models of governance based on hierarchical authority and state-centric institutions increasingly struggle to respond effectively to the dynamic and non-linear nature of these global challenges. Drawing upon the interdisciplinary concepts of entropy, network theory, and complexity science, this study proposes a new conceptual framework for understanding and recalibrating global governance systems. Entropy is employed as an analytical metaphor to explain institutional disorder, policy fragmentation, and declining coordination among international organizations, while network theory highlights the significance of interconnected actors, information flows, and collaborative governance. Using qualitative and analytical research methods supported by secondary data from international organizations and scholarly literature, the study examines how adaptive governance networks can reduce systemic uncertainty and improve institutional resilience.

         The findings suggest that effective global governance increasingly depends upon decentralized decision-making, multi-level coordination, digital connectivity, and institutional adaptability rather than rigid bureaucratic structures. The paper argues that future governance architectures must embrace complexity, foster cross-sectoral partnerships, and enhance collective intelligence to manage emerging global risks. It concludes that integrating entropy theory with network governance provides an innovative framework for strengthening global institutional capacity in an increasingly complex international system.
