Abstract

The National Education Policy (NEP) 2020 represents a transformative framework for restructuring the Indian education system with an emphasis on equity, quality, inclusion, multidisciplinary learning, innovation, and holistic development. However, the successful implementation of its reforms depends largely on effective educational leadership at institutional, administrative, and policy levels. This conceptual paper examines the pivotal role of leadership in facilitating the effective implementation of NEP 2020. It explores how visionary, transformational, instructional, distributed, and adaptive leadership practices can foster institutional readiness, teacher motivation, stakeholder collaboration, innovation, and organizational change. The paper further discusses the major challenges affecting policy implementation, including resistance to change, inadequate leadership capacity, resource constraints, digital disparities, insufficient professional development, and governance-related issues. It argues that educational leaders play a critical role in translating policy objectives into institutional practices through strategic planning, capacity building, participatory decision-making, and continuous monitoring. The paper also proposes future directions, emphasizing leadership development programmes, evidence-based decision-making, digital leadership, collaborative governance, and sustainable institutional reforms aligned with the vision of NEP 2020. By synthesizing contemporary literature and policy perspectives, the paper contributes to the growing discourse on educational leadership and offers practical insights for policymakers, educational administrators, school leaders, and researchers committed to strengthening educational transformation in India.
